Summary:Notice forbidding sale of all pure sheep's wool (including raw, washed, carded, and certain waste products) from August 14, 1915, unless the sale is for Army or Navy purposes. To prove military use, the supplier must obtain an official, signed receipt in duplicate; the main copy is sent to the Textile Reporting Office of the War Raw Materials Department, and the second copy retained as proof. The processing and use of these materials, including washing, carding, mixing, dyeing, and spinning, is prohibited from the same date. These processes are only permitted for the production of goods that have been explicitly sanctioned by the Royal Prussian War Ministry or the Imperial Navy Office. There are specific exceptions to the rule: wool from the 1914/15 German shearing season is treated differently under separate existing orders. Also, processors are allowed to use up to 20% of their own existing private stocks (up to a maximum of 7500 kg per case) for non-military purposes, such as creating shoe yarns for existing warps. Any materials acquired after the proclamation takes effect must be reserved exclusively for military production. Processors must finish the processing of their existing stocks for military use by December 31, 1915, though an extension can be applied for in November 1915.
