Summary:	There are confirmed reports that Amgen, a large pharmaceutical company, is leaving its Ventura County location. Such a move involves several local stakeholders who are fearful of the impact on the state of losing this company. While there is little that the local community, including the local government, can do to stop this move, there have been efforts to address how this loss to the local economy can be mitigated. Some questions that this case helps to tackle are: How can the local government motivate the firm to stay, given that Amgen provides employment to about 4,000 people in the area? What sort of incentives can it offer? Should it offer these incentives at all? What type of policy changes would need to take place for the firm to stay in the county?
