Summary:The case presents the opportunities and challenges facing the City of Rotterdam in the Netherlands surrounding the introduction of an open urban platform (OUP). The case devotes particular attention to the issues of platform purpose, platform governance, financing, trust, and citizen engagement - all of which influence the adoption of OUP by city management and the possibilities for innovation in the city of Rotterdam. The case is part of the EU Horizon 2020 Smart City project RUGGEDISED, in which Rotterdam is one of the lighthouse cities. This project aims to develop and implement smart solutions in the field of energy, e-mobility, and ICT to create smart, resilient cities. The overall goals of the RUGGEDISED project are to improve the quality of life of citizens, to reduce the environmental impacts of activities, and to create a stimulating environment for sustainable economic development. The case has been tested in an educational setting and further improved.
