Summary:The Doorstep Delivery Scheme, a public service initiative of the state government of New Delhi, emulates other affirmative action public services by providing a range of services to the poor and people at the grassroots level. This scheme revolutionized the provision of public services by enhancing the accountability, transparency, responsiveness, and inclusivity of the doorstep service procurement process. Yet, the government encountered a distinct set of difficulties when it created and implemented this digitalized approach to providing governmental services to citizens at their doorsteps. The government has a difficult time managing the massive amounts of unstructured, sensitive, and citizen-specific data, which is the backbone of good governance.Besides examining behavioral and attitudinal aspects of the key stakeholders-which include governmental agencies and citizens-the case illustrates design, process adjustments, and implementation issues. Students are asked to examine critical success factors and links between effective design and widespread public adoption. Furthermore, the case provides an opportunity to analyze the adoption factors from the perspective of the technology adoption model that the government encounters when implementing e-governance. The case also describes process design, which can be used for successful e-governance implementation.
