The government workplace shares with the business workplace two productivity objectives: efficiency and effectiveness. In the United States, the government has two additional productivity objectives: equity and compassion, which at times may be explicit or remain implicit in the business of government. The values of equity and compassion come from John Locke's principle of balance and Jean-Jacques Rousseau's concept of a civil religion within the context of a social contract. The writings of both philosophers shape U.S. laws and governance documents, and facilitate a democratic theory central to the U.S. public sector. The strain among these four workplace objectives-effectiveness, efficiency, equity, and compassion-are examined. The case centers on a Clean City Professional in the Prattville sanitation department who performs acts of compassion vis-à-vis two young girls. |
