Summary:	This case focuses on the New York Police Department's (NYPD) first Black female police commissioner (PC), Keechant L. Sewell, an outsider to the NYPD who was appointed to lead the department by the newly elected Black mayor, Eric Adams, a former New York Transit and NYPD police officer and retired police captain turned politician. On June 12, 2023, after only about 18 months in office, Sewell resigned--June 30, 2023 would be her final day in office. During her short tenure in office, Sewell faced some significant internal and external leadership challenges at the NYPD and at New York City Hall. Sewell had implemented some new administrative policies and developed a good relationship with many rank-and-file police officers and supervisors, some upper-echelon police administrators, and the police union and police association. However, her efforts to lead the NYPD were frustrated by Adams' micromanagement leadership style and certain powerful political forces in the NYPD who were closely aligned with Adams, which created leadership problems for her. This case asks students to explore, discuss, analyze, and evaluate the various reasons for her resignation and to discuss the difficulties an organizational outsider encounters when leading in a highly bureaucratic structure.
