The MCA21 project was a public private partnerships (PPP) project. The case describes the issues and challenges faced in the planning and management of PPP projects in an e-Government context. The case was developed to evaluate the challenges faced in deciding whether to go for build, own and operate (BOO) or build, own, operate and transfer (BOOT) project management form in a PPP e-Government project. The case also illustrates the knowledge management and communication challenges faced when a PPP project is transferred between two vendors.
