| Summary: | Despite an abundance of pregnancy and sexually transmitted infection prevention programs, many have not been evaluated and even fewer have been evaluated for implementation in rural settings. Yet teens growing up in rural communities often have higher or similar rates of teen pregnancy and sexually transmitted infections as youth in urban communities. To address this health need, community agencies often seek funds to conduct programs; in these cases, partnership with researchers can provide opportunities to test effectiveness of programs in real-world settings. At the same time, real-world settings often pose unique challenges to conducting research that uses "best practices" in program evaluation. This case study discusses some obstacles to using such designs, especially when conducting the evaluation in the community and alternative methods used to overcome these obstacles. In particular, we focus on situations when random assignment to condition is not possible and the impact on examining program effects when a randomized control or comparison group is not available. We describe how a quasi-experimental design and propensity scores can be used to select a comparable control group and overcome these limitations. In addition, this case describes other important considerations for community-based evaluation projects such as building strong relationships with stakeholders as well as practical considerations when using survey methodology with adolescent participants. |
