| Summary: | The El Paso County Neighborhood Survey studies immigrants, crime, and victimization in a region that is majority Latina/o, with significant representation of migrant families and poverty, located along the U.S.-Mexico border. This case study documents some steps that can be taken to decolonize survey data-collection and research design. Community insiders collected the data, and members of the target population provided feedback on the survey instrument. A rapid ethnographic assessment was conducted to examine how the Census tract-level data can be used to conceptualize neighborhoods at the street level and the degree to which those neighborhoods represent an immigrant enclave. The multilevel design of the study also provides a step toward decolonizing methodologies. Because individuals are nested in neighborhoods, a multilevel statistical approach is ideal. A multilevel design then allows for an examination of how structural inequalities, in this case at the neighborhood level, impact the citizenship profiling of Latina/os and how being profiled affects perceptions of police. Accounting for how individual characteristics interact with neighborhood features allows for a statistical approach that considers the influence of social structures on individuals, thus stepping away from blaming-the-victim perspectives and a deficit cultural analysis of Latina/os. Regarding the interpretation of results, some considerations to decolonize research entail reflections on the colonized history of Latina/os that placed them in marginalized positions. In sum, this case study illustrates that there is room for the decolonization of research in studies that adhere to traditional scientific methods. |
