| Summary: | The substantive focus of my research is on the relatively understudied aspect of corruption--citizen bribe offers--in Azerbaijan, a country that has made progress in anti-corruption rankings recently. The main obstacle of the survey fieldwork in Azerbaijan was to make the respondents speak their minds. In a society with rampant corruption in practice, but strong disapproval in rhetoric, it is difficult to obtain sincere position of the respondents, especially when their confession regarding bribe offers may lead to group pressure and disapproval, or even legal charges. For this reason, my research did not involve focus group discussions, but employed surveys through face-to-face and in-depth interviews. Given sensitive circumstances, I used several steps for the selection of the survey respondents. I relied on social professionals as intermediaries between recruited respondents and the interviewer, thus ensuring trust and openness during the interviews. Using a snowball sampling method, I ensured identification of further potential respondents. In addition, stratification of respondents ensured that each significant population group was proportionally represented in the final pool of the respondents. The resulting responses had some validity replicating similar results of some earlier surveys, though the survey used in our research was much more complex in nature. However, these valid results came at a high price, both financially and time-wise. Therefore, future practitioners should plan their budgets carefully. |
