| Summary: | In ancient Greece, it was common practice to consult with the "oracle" prior to making momentous decisions such as whether or not to go to war. The oracle was sited at Delphi, so it is particularly appropriate that the practice of consulting a group of experts in relation to military objectives, which was developed in 1953 by the RAND Corporation in the United States, became known as a "Delphi" approach (Kezar & Maxey, 2016). This approach grew out of an experiment conducted in 1948 "to improve betting scores at horse races" (Woudenberg, 1991, p. 132).
