| Abstract: | The Fourth Ward-north of West gray study area is a predominantly residential neighborhood of approximately 300 acres. It is located in two major parts surrounded by redeveloped neighborhoods, burgeoning commercial enterprise, and downtown Houston. Over the years, the southern, older part has remained virtually unchanged. Narrow brick streets, uncrossed by public transportation, provide a tight framework for the ghetto-like community. Between the older area and the verdant Allen Park lies the Allen Parkway Village, a blocky, institutional form. Surrounded by chain link fences, a high-speed freeway, vacant lots, and city service departments, the low-cost housing project is also isolated from the surrounding community. These two separate fragments of one, clearly-defined area face an uncertain future. The thrust of this study is to identify possible futures, crystallize major conflicts and problems, and to make recommendations and projections for rehabilitation and revitalization of the area, keeping foremost in the overall good of the people of the city of Houston. |
