"A detailed, extensive proclamation to reinforce the strength and size of the Spanish fleet trading between Spain and South America, primarily via Lima in Peru. This legislation constituted Spain’s official American trade policy until the 1760s and saw the re-introduction of the treasure fleet system of trade with Peru and New Spain which had earlier been abandoned as no longer fit for purpose. Forced upon Spain following defeat in the War of Quadruple Alliance, it quashed attempts to suppress the privileges acquired by foreign powers, most prominently that of the British to send an annual trade ship to the Portobelo fair as part of its Asiento contract for the provision of African slaves to Spain’s American colonies. This is the Cadiz imprint of Philip V’s Royal Project, also printed in Madrid the same year, though this edition is significantly rarer. Cádiz, the European port at the centre of this system and the location at which this variant was printed, made little effort to live up to this Project’s standards, neither did its counterparts in the Americas, Lima being deliberately slow to send its merchants to trade at the Portobelo fair and Mexico to rely on the flotas. This controversial legislation, nonetheless, sought to adapt the treasure fleet system to contemporary needs and this is reflected in the details it provides of the goods which were to be sent from Cadiz to the Americas and from the Americas to Cadiz, as well as the vessels and people that were to carry them, and the prices and taxes which they were to observe. It thus provides a valuable insight into the commercial situation in Peru and Mexico at the beginning of the 18th century."--Vendor's description. |
