There is no single best practice, and the best approach for a particular state will depend on a number of factors, including the type of utility, the location of the installation and the state's laws and regulations. NCHRP Research Report 1053: Valuation and Compensation Approaches in Utility Accommodation: a Guide, from TRB's National Cooperative Highway Research Program, presents guidelines to help state DOTs evaluate and charge for the accommodation of utility and communication installations in public ROW. Supplemental to the report are NCHRP Web-Only Document 359: Valuation and Compensation for Accommodating Utility and Communications Installations in Public Rights-of-Way, a Decision Support Tool that presents the spectrum of possible approaches for valuation and compensation methods and further provides state DOTs the ability to evaluate changes to their current approach based on the approaches used by other states, a PowerPoint presentation that provides an executive briefing of the research objectives and findings, Appendices A-E that hold the literature search, participant survey, case studies, an overview of related legislation and policies and extensive bibliography and an Implementation Memo.
