John Shoolbred was a Scottish naval surgeon, and was a member of the East India Company from 1789-1821. He was associated with the campaign to establish the widespread use of the smallpox vaccine. This article is cited as having appeared in the Calcutta and Madras Gazettes in The Literary Panorama, v.12 (Dec. 1812), pages 1033-1043, where the article was reprinted. Dr. Shoolbred had it accepted as an article in The Edinburgh Medical and Surgical Journal issued January 1, 1813, v.9:no.33: pages 30-49.
