Summary:Manuscript memorandum by a group of British sub-contractors charged with the provisioning of French prisoners of war held in England (especially Plymouth) during the Anglo-French War of 1793-1802, asking Louis-Guillaume Otto, a high-ranking diplomat, to procure a sum of money to enable Mr. John Vochez to disharge a large outstanding debt to the sub-contractors (the "Memorialists"). The appropriation was to come out of the money to be restored to the French government according to the Preliminary Treaty of Peace entered into by France and Great Britain on October 1, 1801. Vochez was a French merchant and contractor.
