Summary:Prostitution is often discussed as a moral or legal problem. But it is also a challenge for the (local) administration: police officers fight human trafficking, health authorities fear for public hygiene, regulatory authorities warn customers on the street, building authorities monitor the establishment of brothels, associations carry out education and HIV prevention. What knowledge they fall back on and how they create the subjects of their actions - that is what this state-ethnographic study shows for the first time using the example of German, Polish and Czech municipalities.
