According to the author, DoD's cyber defense strategy must be proactive, dynamic and polymorphic in nature to anticipate future attacks. The strategy requires personnel with intensive training and expertise in cyber defense and the infrastructure necessary to maintain a pool of specialists in cyber warfare. Education, research, manpower and operations for a proactive self-defense in cyberspace must be fully funded now to prevent a disaster in the future."--Page v.
