Rules governing the construction, filing, and posting of tariffs relating to interstate and foreign wire or radio communications, by carriers subject to the communications act of 1934, excepting connecting carriers as defined in sec. 3 (u) of the act and excepting carriers operating in Alaska, effective Sept. 1, 1935.
