Item Description:Submitted by William Davies and Robert H. Harrison. Davis and Harrison were appointed by General Washington "to treat, confer, determine and conclude upon a cartel for the exchange of prisoners, and for all matters whatsoever which may be properly contained therein." A resolv of the Continental Congress dated May 10, 1779, (pages 20) orders that the report be published and transmitted to American prisoners.
