Summary:"This technical memorandum was developed by the Puget Sound Recovery Implementation Technical Team (PS RITT) to provide a formal monitoring and adaptive management framework (hereinafter called the framework) for assessing Puget Sound Chinook salmon recovery. Monitoring and adaptive management have occurred at the watershed and regional scales as implementation of the Recovery Plan has proceeded. However, the lack of a formal framework has meant that there is no standardized vocabulary or shared common approach to articulate the key assumptions of the chapters in Volume II, test assumptions across chapters, or connect the local, watershed-scale information in Volume II with the regional-scale information in Volume I. This gap limits the collective ability of resource managers to assess the effectiveness of salmon recovery efforts across the region, identify uncertainties, and update priorities and actions in the Recovery Plan. Furthermore, the framework is intended to help salmon recovery managers formalize their local-scale monitoring and adaptive management plans using a common approach"--Executive summary.
