| Abstract: | "In 1949 the Ministry of Education, Government of India, asked UNESCO to make available to it a consultant who would spend six months in India organizing research teams to explore the reasons for "social tensions." UNESCO sent me to India for this purpose in 1950. The technical reports of the research teams which were set up have been submitted to the Government of India, and some or all of them will be published. It was, however, felt both by the Ministry of Education and by Mrs. Alva Myrdal, Director of the Social Sciences Department of UNESCO, that there was also a need for a nontechnical report of my impressions regarding social tensions in India and regarding the many constructive forces working for national unity. The present volume is my attempt to respond to this request. I do so on the understanding that the reader will at every point recall that I went to India simply as a technical consultant on research methods; that I am not an expert on India; and that I offer my observations and recommendations for whatever little they are worth, hoping that those better informed than I can develop them into something useful to India.
