Abstract:"The papers in this volume of the Transportation Research Record: Journal of the Transportation Research Board were selected for awards in a nationwide competition under the 2012 to 2013 Graduate Research Award Program on Public-Sector Aviation Issues. The program is sponsored by the Federal Aviation Administration (FAA) and administered by the Transportation Research Board through the Airport Cooperative Research Program (ACRP). The purpose of the Graduate Research Award Program is to encourage applied research on airport and related aviation system issues and to foster the next generation of aviation community leaders. The program aims to stimulate thought, discussion, and research by those who may become airport managers, operators, designers, and aviation policy makers. The focus is on applied research to help the public sector improve the quality, reliability, safety, and security of the U.S. civil aviation system. The 10 papers in this volume were peer-reviewed by members of the ACRP Selection Panel for the Graduate Research Award Program on Public-Sector Aviation Issues, with additional expert advice as noted below. The panel evaluates applications from graduate students and recommends candidates for awards on the basis of academic accomplishments, references, experience, career goals, and proposed research (quality of concept, approach, and potential value to the public sector of aviation) and supervises research throughout the academic year."-- Forewood, p. vii.
