Summary:Addresses use of civil penalties as an enforcement procedure. Explains adjustment procedures of the Federal Civil Penalties Inflation Adjustment Act of 1990, which required Federal agencies to adjust their covered penalties for inflation by Oct. 1996, examine their covered penalties at least once every four years thereafter, and make any required penalty adjustments. Discusses GAO findings and recommendations, effects that the Act has had on certain civil penalty maximums, recent agency efforts to adjust civil penalties, and legislative options for Congress.
