Summary:	Discusses role of Congress in U.S. policy toward North Korea, in light of Oct. 2008 reauthorization of the North Korean Human Rights Act (NKHRA) of 2004. Reviews role of human rights in U.S.-North Korea relations, and examines provisions and implementation of NKHRA. Summarizes P.L.110-346, which renews funding that expired in FY2008, reasserts key tenets of legislation, criticizes pace of the executive branch implementation of the original law, and cites small number of resettlements of North Korean refugees and slow processing of such refugees overseas. Considers concerns with refugee provisions and changes in South Korean approach to its neighbor.
