Addresses debate surrounding initial passage of the D.C. School Choice Incentive Act of 2003, and discusses Act provisions. Reviews current research on program effectiveness with respect to student academic achievement and parental and student satisfaction with the program. Summarizes appropriations made available for the opportunity scholarship program and other school improvement initiatives in D.C. Discusses actions taken with respect to program during FY2009 appropriations cycle and in FY2010 budget request, and issues related to continuation of the opportunity scholarship program.
