Summary:Considers how long funding for Operation Enduring Freedom in FY2008 Omnibus Appropriations would extend availability of funding for Iraq war. Assesses how long regular FY2008 defense appropriations will last. Examines alternatives for extending operations, including service objections to budget maneuvers; transferal of additional funds to Army and USMC; slowing the pace of combat operations in Iraq; invoking the Feed and Forage Act, which permits obligations of funds in advance of appropriations; and using unprecedented U.S. Code 165 Title 10 authorities to assign support operations to other services.
