Summary:Provides background on the Randolph-Sheppard Act of 1936, as amended in 1974 by P.L. 74-732; which provides blind individuals with remunerative employment through operation of cafeterias and other concessions in Federal facilities. Reviews recent cases concerning military troop dining facilities designation as "cafeterias" under the Randolph-Sheppard Act; Randolph-Sheppard Act precedence over Javits-Wagner-O'Day Act; and scope of the Randolph-Sheppard Act application to military troop dining facilities. Addresses S. 3112, the Javits-Wagner-O'Day and Randolph-Sheppard Modernization Act of 2008, to amend both Acts, and address several issues raised by recent judicial decisions.
