Summary:	Tracks development of P.L. 110-234, the 2008 farm bill; and identifies major issues of the debate, including commodity support policies and programs, conservation, trade, nutrition, rural development, agricultural research, forestry, energy, horticulture and organic agriculture, livestock, crop insurance, commodity futures, trade and tax provisions, and other issues. Summarizes select 2008 farm bill proposals and recommendations offered to Congress to expand the scope of the farm bill to allow other constituencies to benefit from farm, food, and other farm bill programs beyond the traditional base.
