Summary:	Provides overview of the renewable fuel standard (RFS) program, established by P.L. 109-58, the Energy Policy Act of 2005; which requires that 9 billion gallons of corn-based ethanol and other renewable fuels be blended into gasoline and other transportation fuels in 2008. Reviews EPA authority to waive RFS requirements in certain circumstances, in light of recent concerns that increased demand for corn-based ethanol has contributed significantly to higher food prices.
