Summary:Reviews history of "Gang of Four" notification process, which are oral briefings of certain particularly sensitive non-covert action intelligence activities that intelligence community typically limits to chairmen and ranking members of the two Congressional intelligence committees, and occasionally also to their respective staff directors. Compares this procedure with that of the "Gang of Eight" notification procedure, which is statutorily based, concerns particularly sensitive covert action programs, and is governed by the President.
