Summary:Reviews diminishing role of Congressional conference committees in adjusting and reconciling bicameral differences between the Senate and the House of Representatives; and the recent prominence of an alternative method of achieving the same end through the exchange of amendments between the houses, the so-called "ping pong" method. Examines reasons for heightened salience of the ping pong approach; and considers several implications that seem to flow from using this procedure rather than convening conferences to resolve inter-chamber disagreements on major legislation.
