Covers program administration, volume cap, and impact on alternative minimum tax. Summarizes and analyzes provisions of H.R. 3221, the Housing and Economic Recovery Act of 2008, to change MRB rules to allow bond proceeds to be used by current home owners to refinance certain loans, increase the amount of bond allocation authority available to States, and exclude interest earned on the bonds under the alternative minimum tax.
