Summary:Examines military airstrikes and ground operations launched by Russia against Chechnya region in late Sept. 1999, approximately three years after fighting in 1994-1996 ended with peace accords. Provides background information on events precipitating new conflict, including Chechen guerrilla attacks on the neighboring Dagestan region of Russia and unsolved terrorist bombings of several apartment buildings in Russia. Examines current problems of governance in Chechnya, Chechnya response to the Russian offensive, and concerns of U.S. and other Western governments regarding the conflict.
