Discusses origin and purpose of program, describes FEHBP multiple plan design and enrollee choice, addresses benefit coverage and cost-sharing, population covered, payments to participating plans, premium costs and increases over time, program financing and budget costs, administration, grievance and appeals procedures, and the relationship of FEHBP to State insurance laws and Medicare. Compares benefits and enrollee out-of-pocket costs and addresses rules and issues pertaining to coverage and costs for individuals eligible for both FEHBP and Medicare.
