Provides legislative history of gambling and jurisdiction on Indian reservations; and discusses treatment of Indian lands acquired in trust after enactment of IGRA, proposed regulations and exceptions for gaming on after-acquired land, lawsuits filed to permit expansion of gaming operations, and legislation introduced in the 103rd Congress related to Indian gaming.
