Analyzes the effect of the National Environmental Policy Act of 1969 (NEPA), as interpreted by Federal courts in the Calvert Cliffs powerplant licensing decision, upon AEC licensing of nuclear powerplants. Examines the implications of the decision for electrical supply reliability, adequacy, and costs. Also reviews subsequent judicial and AEC interpretations of NEPA environmental impact analysis requirements, and their potential effect upon electricity supply.
