Examines statutory authority of the President to take actions to adjust the import, allocation, and pricing of crude oil under the Trade Expansion Act (TEA) and the Emergency Petroleum Allocation Act (EPAA). Describes Proclamation 4744, and addresses legal issues regarding revenue aspects, procedural formulation, and decontrol effects of the proclamation; and the conjunction of TEA and EPAA.
