(CRS), analyzing proposed UN Agreement Governing the Activities of States on the Moon and Other Celestial Bodies (Moon Treaty, text, sectional analysis, p. 399-412), to provide legal guidelines for international organizations, countries, and individuals to explore, use, and develop extraterrestrial bodies and natural resources. Examines nature of lunar and asteroid natural resources, and describes space technology developments necessary for resources exploration. Analyzes Moon Treaty possible limits on commercial exploration, and reviews related foreign policy and international law considerations. Appendices (p. 469-516) include U.S. and foreign government proposals for a draft moon treaty, 1967-79.
