Considers status and observed mechanisms of proliferation, including the potential dangers of unlimited nuclear testing by foreign governments. Also examines adequacy of domestic nuclear safeguards, issues surrounding Government control of commercial nuclear exports, and possibilities for limiting proliferation through existing international frameworks, including the Nuclear Non-Proliferation Treaty and International Atomic Energy Agency safeguards.
