Summary:	CRS study, prepared by Vladimir N. Pregelj, surveying policy and operation of export controls under Commerce Dept's Office of Export Administration. Explains purpose and provisions of implementing policy and regulations under the Export Administration Act of 1969, as amended (text, p. 67-76), including export licensing and national security and foreign policy controls. Also analyzes organizational structure, licensing procedure, appeals from license denials, and enforcement and sanctions of the export control system. Appendices (p. 67-83) include sample pages from commodity control and export licenses approval lists.
