Summary:	Report, prepared by Carol A. Capps et al. (CRS), analyzing President's report of Mar. 1978, containing recommendations for reform of the UN. Evaluates U.S. and other nations' proposals for strengthening UN peacekeeping capabilities and dispute settlement mechanisms, modifying weighted voting and Security Council veto powers, coordinating human rights programs, revising membership financial assessments, and restructuring UN technical assistance programs. Appendix (p. 91-105) contains tables of UN reform proposals and U.S. implementing legislation requirements.
