Summary:Discusses P.L. 90-237, which amended the Subversive Activities Control Act of 1950 to accomplish disclosure of Communist-action and front groups without requiring individual self-registration. Reviews Executive Order No. 11605 granting the Subversive Activities Control Board (SACB) responsibility for determining subversive organizations to be listed by Attorney General for use in screening applicants for Federal employment; and outlines debate over its constitutionality. Reviews H.R. 9669, to replace SACB with a Federal Internal Security Board. Summarizes FY73 exclusion of SACB from further funding, and subsequent termination of SACB in 1974.
