Summary:	Summarizes the history and development of the international satellite communications industry, and the organizational changes within International Telecommunications Satellite Organization, International Maritime Satellite Organization, and COMSAT. Examines Congressional efforts to affect the continuing development of these three satellite organizations, the issues concerning specific legislative provisions, current status of legislation, and the most recent developments since the passage of related legislation. An appendix provides a brief history of the creation of all three satellite communications entities.
