Summarizes 103rd Congress efforts to reauthorize environmental protection laws, including the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (Superfund Act). Explains expectation that the 104th Congress will consider changes in environmental policy, with legislation on environmental regulation concerning private property rights, risk assessment and analysis, and unfunded mandates for State and local governments. Reviews issues for consideration, including air quality, lead poisoning, global climate change, pesticide regulation, and Environmental Protection Agency funding and research programs.
