Summary:CRS report, prepared by Geoffrey Greenhalgh and Walter Patterson for the Subcom on Energy, Nuclear Proliferation, and Government Processes, reviewing European reactions to the 1977-80 International Nuclear Fuel Cycle Evaluation (INFCE), authorized under the Nuclear Non-Proliferation Act of 1978, to assess relationships between civilian uses of nuclear power and the proliferation of nuclear weapons.
Explores governmental, industrial, and public reactions in Europe to INFCE issues and conclusions, including use of plutonium as a fuel, development of breeder reactor and reprocessing technologies, and assurance of reliable sources of nuclear supplies. Also examines the implications of European responses to INFCE for U.S. nonproliferation policy.
