Provides background of changing Soviet, East European, West European, and Japanese views on reciprocal economic relations, explains differences in operation between the Soviet state trading monopoly and the U.S. private market-oriented trading system, and describes the mechanism of industrial cooperation as the vehicle for stimulating relations between West European-U.S. and Eastern Europe members of the Council for Mutual Economic Assistance.
Also reviews Japanese investment in the Soviet Union and trade relations between Japan and the People's Republic of China, and discusses problems and potential benefits of East-West commercial relations for U.S. policymakers.
