Summary:	Summarizes civil system reform provisions of Title I of the Common Sense Legal Reforms Act of 1995, to apply the English "loser pays" rule to diversity cases filed in Federal court, amend Federal Rules of Evidence with respect to the admissibility of scientific evidence, create uniform product liability laws covering Federal and State actions, express the sense of Congress that States should require attorneys to disclose to clients in contingency fee cases the services performed and hours expended, and require plaintiffs to notify defendants 30 days before commencement of civil action.
