Analysis evaluates public testimony and study findings relating to: water resources planning and evaluation criteria and procedures; cost-sharing; policy considerations and alternatives pertaining to institutions and institutional arrangements; water conservation; water quality; water resources research; Federal reserved water rights; and priority issues for congressional consideration. Includes text of President's June 6, 1978 message to Congress and related White House press release outlining water policy reform objectives (p. 109-136). |
