Summary:Compilation by the Special Committee on National Emergencies and Delegated Emergency Powers of Proclamations and Executive Orders, together with introductory and explanatory matter, related to states of war or national emergencies, issued pursuant to the four now existing states of national emergency. Records search for collection was assisted by CRS and Office of the Federal Register of the National Archives and Records Service (NARS).
Introductory materials contain:
Chapters I through V provide examples of executive orders, and notes outlining aspects of Presidential decisionmaking in the following categories: executive orders prescribing procedures and responsibilities in emergencies, in time of war or armed hostilities, concerning domestic disorders, and relating to strikes (p. 139-206).
Appendix (p. 207-283) includes texts of numerous additional executive orders and:
